Sr. Project Controls Manager

POSITION SUMMARY:
The SR Project Controls Manager position is responsible for providing project management with Quantity, Earned Value progress, Cost and Cost Forecast information in order to make the best decisions possible to achieve project goals. The Project Controls Manager oversees several key project functions, which require accurate reporting of cost and cost projections, production of timely and accurate data, and delivery of key documentation to field supervision. Information produced under the direction of the Project Controls Manager is typically analyzed with recommendations developed prior to wider communication to project and corporate management.

RESPONSIBILITIES:
Ensure transparency on behalf of the project team and the enterprise related to project issues or any known items that may impact the accurate and timely projection of the project cost to complete through timely and purposeful communication. Interface with project team and designated support departments to help influence optimal decisions for onsite construction methods.
Maintain functional knowledge of contractual requirements and ensures project team understands and adheres to necessary obligations. Identify and manage any contractual changes taking initiative to initiate project correspondence and proper documentation.
Be responsible for job site document and technical information management, manage expectations and flow of project engineering design information to support planned construction sequence. Interface with the Project Engineer, Project Executive, field supervision, design engineers, and client/owner to isolate issues and develop solutions. Insure RFI Processes are followed and any issues addressed and resolved
Manage all aspects of job site document control including the project filing system, distribution processes, and auditing to ensure the project team is operating from the most recent documents.
Participate in risk and opportunity analysis for the project. Contribute to the project risk and opportunity identification and measurement process. Manage development of special risk analysis studies for the project.
Manage all aspects of the job site change management processes including engineering rework, vendor related charges, and subcontractor support.
Take action as a primary advocate of the benefits of formal project control processes. Manage implementation of corporate Responsible Business Practices and relevant Standard Operating Procedures at the jobsite.
Ensure Corporate Project Controls Policies and Procedures are properly implemented and followed.
Provide supervision and guidance to the Cost and Earned Value team on the project to ensure that all cost and earned value team members are performing in accordance with corporate guidelines and policies. Key areas of this function include, but are not limited to:
Ensure accurate material take-offs are being done and electronic download of material takeoffs are being confirmed,
Establish quantity tracking system for installed quantities and provide detailed tracking and reporting of engineering designed quantities in comparison to estimated quantities,
Overseeing the Earned Value process and the utilization of Qtrax,
Insuring proper progress is verified and recorded,
Insuring proper time is charged to cost codes,
Manage project progress and cost projection reporting,
Overseeing the Cost Reporting on the project, such as weekly cost reports, monthly cost reports, and projections,
Overseeing the proper use of Standard Cost Codes and Typicals.
Oversee the Change Management Process,
Oversee cost reporting to the Joint Venture,
Review and coordinate cost reporting to JV,
Provide SOV and Billing Support to JV or Project Management,
Oversee and assist in all month-end project reporting requirements,
Monitor and maintain proper cost metric reporting values.
Provide supervision and guidance to the Document Control Team to ensure that all document control functions are performed in accordance with corporate guidelines and policies. Key areas of this function include but are not limited to:
Proper logging, stamping, and filing of all documentation received on site.
Proper duplication and issuing of all project documentation in a timely manner.
Ensure the proper use of corporate software
The Project Controls Manager is responsible for the coaching, mentoring, development, and training of his/her staff per corporate guidelines. This includes but is not limited to:
Performing employee reviews and participation in talent planning discussions,
Ensuring continuing education is met every year,
Managing personnel and staffing issues per corporate guidelines,
Attend and hold any and all meetings and presentations internal and external that support or facilitate all the above.

Essential Skills, Knowledge, and Abilities (Include any training, licenses and certifications):
Bachelor's Degree in Finance, Engineering, Construction Science.
8 - 10 years of relevant construction experience.

Required: Microsoft Office Products including Excel, Word, and PowerPoint
Demonstrated understanding of project cost, earned value, CPM scheduling and detail planning, contract management concepts
Commitment to Accuracy and Reliability

Valued but not required skills, knowledge and abilities:
Knowledge of:
License Requirements: Professional Engineer Preferred
Primavera P6, @Risk, CMIS, SAP, Earned Value Systems, Oracle Contract Manager, CAD/ConstructSim, Oracle Procurement, Hard Dollar
PMI Certification
VBA

SUPERVISOR:
The Project Controls Manager reports to the Project Engineer or Construction Coordinator when assigned to a project with matrix reporting to a Project Controls Operations Support Manager.

REPORTING TO THIS POSITION:
This position provides direct supervision or through work leaders or assistants, typically with a subordinate group of up to ten (10) employees. Position requires estimating of personnel needs and assignment of work to meet completion dates in accordance with established schedules. Supervise, coordinate and review the work of assigned staff. Recommend candidates for employment, conduct performance evaluations and salary reviews for assigned staff and administer company policies.
