Resource Manager (Electrical Engineering Manager / Electrical Department Manager)
JOB SUMMARY
The Resource Manager is primarily responsible to oversee and coordinate the daily operations of highly skilled electrical engineering and design staff to ensure company objectives and goals are met.
RESPONSIBILITIES AND DUTIES
- Works closely with the Manager of Resources, Branch Managers, and Program Managers on all resource issues.
- Maintains appropriate staffing levels for anticipated work.
- Hires additional resources when required in time to support anticipated requirements.
- Right-sizes the workforce through work-sharing and other means to optimize utilization and reimbursability.
- Responsible for identifying, managing and deploying strategically important resources.
- Ensures participation of Global Engineering Services (GES) resource to balance resources availability and competitive composite hourly rates.
- Conducts employee performance reviews, salary adjustments and career plans.
- Works with HR to requisition new personnel/resources.
- Works with HR on corrective action as required and right-sizing when needed.
- Monitors project deliverables for quality and technical assurance.
- Sets, publishes, and monitors technical requirements and methods through PSQS.
- Responsible for department technical quality.
- Coordinates technical issues with the Manager of Engineering.
- Supports any technical issues, including warranty or rework required.
- Supports the Project Services Quality System (PSQS) process, including any root cause analysis.
- Provides technical training to all group personnel & ensures technical qualified resources are assigned to projects.
- Develops and leads training & mentoring for the department and individuals.
- Mentors Work Group Leads (WGLs) in the management of resources assigned to a program, including the sharing of key resources between programs.
- Mentors WGLs on general leadership skills, including personnel development, management, and corrective actions.
- Provides procedural training on all systems, tools, and processes.
- Supports project plan and budget development for proposals.
- Supports and facilitates timely project progress reporting and forecast updates.
- Coordinates with Program Managers to ensure all client and project requirements are fulfilled.
- Develops relationships with clients to promote business development.
- Responsible for developing department overhead labor and non-labor budgets, executing against the plan and providing forecast updates.
- Support continuous improvement.
- Promotes safety in all activities and project designs.
- Advocates innovation and quality in all designs.
- Reviews and approves new work estimates and schedules or delegates the approvals.
- Facilitates communication among clients/customers and engineers, ensuring specifications, budgets, and deadlines are clearly communicated and understood.
- Reviews work and projects for technical accuracy.
- Establishes, implements, and maintains administrative policies, procedures, and standards.
- Maintains knowledge of new trends, developments, technologies, materials, and best practices; applies this knowledge to continually improve product lines and production efficiency.
- Performs other duties as assigned.
SUPERVISORY RESPONSBILITIES
- Recruits, interviews, hires, and trains new engineering staff.
- Oversees daily workflow of the department.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.
REQUIRED SKILLS AND ABILITIES
- 7+ years electrical engineering experience
- Management experience managing a team required
- Professional Engineer (PE) license required
- Bachelor’s degree in electrical engineering required; master’s degree preferred.
- Heavy industrial, refinery, or petrochemical experience
- Excellent presentation, verbal, written, interpersonal and customer service skills.
- Ability to build trust with colleagues and customers.
- Thorough understanding of engineering process, theory and design criteria.
- Thorough understanding of applied math and physics.
- Excellent sales and negotiating skills.
- Excellent organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
